Yes this is why i was hoping to get the size. it looks like the overall size is 60mm (2-3/8"). I am thinking also i can get a piece of rubber hose same diameter and put over it.

Found the answer to my own question using Google. 50x5mm O-ring

One of mine blocking device is broken, probably partly due to broken rubber O-rings. This blocking device x 2 is crucial in preventing fatal damage on the steering mechanics. The rubber rings you can get for the price of nothing, and replace the old with news ones in less than a minute  -  so in my opinion they should be replaced every year.

After seeing your post I realized I saw on mine that it does not have the rings at all. Started searching for the size of that stopper and found on Jefa that it is 60mm wide made from delrin. You can easily made replacement from the same delrin or round aluminum stock. Perhaps even drill larger hole for a bigger bolt?

The problem is that I can't reach the head of the bolt. Therefor it seems to be challenging putting on the lock nut, since I then can't prevent the bolt from rotating.

The original bolt is not damaged and remains where its supposed to be. The bolt head is above the metal plate, whilst the stopper and nut is under the plate. The space above the plate is not reachable without removing the pedestal. To remove the pedestal I also have to remove some of the teak floor...

My stopper fell off too, but the bolt is screwed into the aluplate, so the bolt fell off with the stopper. The shipyard fixed it for me and they lifted the approx 50x50cm plate carrying the pedestal and tilted it forward so they could work from beneath. I hope this can help you at least some of the way.

SailSC33: the bolt, which is not damaged, is on place. From Jefa it is dropped through the
hole in the metal plate from above, not screwed in from below. But maybe it would have been possible to solve the problem like you say..?
PalleT: This is probably the best solution, but a lot of work has to be done to remove some of the teak floor and then loose the pedestal... 

We ended up trying another solution; 
In the stopper we drilled a hole perpendicular to the bolt hole. The stopper was put on the bolt, and a wood screw (red arrow) was screwed into the drilled hole thereby "locking " the bolt. Then it was possible to prevent the bolt from rotating, and therefor it was now possible to put on and thighten the lock nut! Smile (The wood screw was then removed, since it didn't have any function anymore)

I took on this project this winter and posted my reply on another thread. here is the picture:

In summary:
  1. Replace washers with alum spacer.
  2. Increase the bolt to 10mm
  3. Made new additional grooves
  4. Replaced the O rings
