Hello,
due to a storm my aluminium footrail is slightly damaged. So far not a big deal however the middle cleat is mounted above the rail and the nuts are behind a locker. 

My idea is now to make an inspection hole in the backwall of the locker to reach the nuts. 

Any experinces about that? Any other suggestion?

Hi. I installed middle cleats myself and I could work with nuts by disconnecting the ceiling cover at that point.

There is a locker directly under the cleat?!

If mid cleats are factory installed you may well find there are no nuts below and that the bolts are screwed into an aluminium plate sandwiched in the deck lay up like your winches, clutches etc.

To remove use impact driver to break the threads loose, using and allen key likely to result in shearing the allen slot before bolts come loose.

On my boat there must be nuts because of the head.

the head in the cleats are bolts so the only option to mount these is to place nuts under the deck.
I have nevers lookt at it , but the cleats are the same as near the bow and near the stern.
